FTB gets eco-friendly 8/14/2010

(from the Grapevine Independent)

The Franchise Tax Board got eco friendly this week, hosting its third Green Fair. Approximately 30 vendors answered questions, provided demonstrations, statistics, samples and some hearty words of encouragement to the 2,000 FTB employees during the fair.

Several booths featured vanpool, mass transit, carpool and bike-to-work information as well as Spare The Air Day information.

FTB employees even have an in-house bicycle group called BUG: Bicycle Users Group. The BUG group participates in May's Bike To Work month, last year racking up over 40,000 collective miles said Dave Castle, an IT manager at FTB and active BUG member.

US 50 closure now set for Wednesday 4/16/2010

Beginning at 11 p.m. Wednesday evening, drivers heading east on U.S. 50 will be detoured off the highway at Watt Avenue.  Wednesday evening, the California Highway Patrol will assist in directing motorists to exit at southbound Watt Avenue.  From there, traffic will be directed to head east on Folsom Boulevard and then south on Bradshaw Road where they can re-board U.S. Highway 50.  The detour is scheduled to be completed by 5 a.m. on Thursday, April 22.  Drivers can expect delays of up to 20 minutes.

This detour is necessary so workers from the partnership of DeSilva Gates Construction and MCM Construction can erect false-work to construct a new bicycle/pedestrian overcrossing over Highway 50 near Manlove road.

This work is just part of a $108 million project by Caltrans, Sacramento County, the City of Rancho Cordova, the Sacramento Area Council of Governments, and the Sacramento Transportation Authority that will help unclog traffic congestion and reduce air pollution by adding 15 lane miles of new bus/carpool lanes  between Watt Avenue and Sunrise Boulevard in Rancho Cordova. In addition to new bus/carpool lanes, the project also includes:

• More than four miles of new sound walls at a dozen locations

• Community enhancements, such as improved lighting and landscaping

• Replacement of two bike/pedestrian overcrossings at Manlove Road and White Rock Park to meet Americans with Disabilities Act standards

• New ramp meters, changeable message signs, and traffic cameras

Bus/carpool lanes typically carry 2-3 times more people at peak traffic hours than conventional mixed-flow lanes.  When the bus/carpool lane project between Sunrise Boulevard and Watt Ave is completed in 2013, there will be continuous bus/carpool lanes on U.S. Highway 50 between Bass Lake Road and Watt Avenue, a distance of approximately 21 miles.

Trail safety for cyclists, peds and cars 11/9/2009

This letter was printed in the Mountain Democrat last week....

Who is responsible for bike trail safety?

When I see all the people out walking, riding bikes, skateboarding, riding their horses, walking the dog, or "wheeling" in a wheel chair, etc, on our latest additions to the El Dorado trail I feel very good. Along with the good feeling, I have a growing concern; avoidable accidents are occurring on the trail. In emergency work, many of us use the term "situational awareness"; it is a term that has served us well and kept us safe in some pretty dangerous situations. Situational awareness requires people to be aware of what is happening all around them and continuously assessing the risks to their safety. Most people practice situational awareness before walking down a dark alley in a strange city.

At this point you should stop reading if you want to follow the herd and subscribe to "what all the other kids are doing it" approach to life. Reading on may challenge you, because I am advocating that all walkers need to walk on the left side of a bike trail or road and face the danger posed by faster moving vehicles. I am saying our mothers or grandmothers were right when they told us "walk on the left side of the road so that you can see the approaching cars" (the danger). She did not discuss treating bike trails as roads because they were very rare.

Here is a test that will help you assess your situation when walking:

1. On which side of the road must cars drive?

(Answer-Right)

2. On which side of the road must bicycles ride?

(Answer-Right)

3. TRICK QUESTION-On which side of a sidewalk should bicycles ride?

(Answer-Bicycles are not allowed on sidewalks, training wheels are OK)

4. On which side of a sidewalk do people walk?

(Answer-Generally folks walk on the right side of sidewalks, but it is not required)

5. On which side of a bike trail are bicycles required to ride?

(Answer-Right, just like a road )

6. Is there a difference between a sidewalk and a bike trail?

(Answer-bikes are not supposed to be on sidewalks-people on sidewalks can walk wherever they want)

7. Are you comfortable with an unseen Prius coming up behind you at 35 mph? A bicycle coming from behind at 15 mph?

(Answer-your decision)

8. Are bicyclists required to say "on your left" or sound a bell when passing walkers choosing to walk on the right?

(Answer-No, but trail courtesy needs to be observed by all to help prevent accidents)

So who is ultimately responsible for your safety, ...a 12 year old learning to ride a new bike rapidly approaching you from behind as you walk with the herd or ...???

The new 10/19/2009

Caltrans wants the public to know about a new law signed by the governor that requires motorists to move over or slow down when they see a Caltrans vehicle flashing warning lights.

The new law, Senate Bill 240 (State Senator Roderick Wright), adds Caltrans vehicles displaying flashing amber warning lights to the list of vehicles for which motorists must slow down and, if safe, move over to a lane not immediately adjacent to the stationary vehicle.

"This protects the safety of our workers," said Caltrans Director Randy Iwasaki. "Highway workers face the same dangers from fast moving traffic as emergency personnel and tow-truck operators. We appreciate the leadership and recognition of the legislature and governor for the need to provide a safer working environment for our employees."

Since 1924, 174 Caltrans workers have lost their lives in the line of duty. On July 23, 2009, Caltrans worker Don Lichliter was struck and fatally injured by a passing truck on Highway 99 in Lodi. He was with another worker applying a fertilizer treatment to keep eucalyptus trees healthy. Their truck was parked on the shoulder.

To date, 45 other states have enacted similar laws requiring motorists to move over or slow down. Violation of the new provision is punishable by a fine of not more than $50. The new law also makes the safety protections permanent by removing the sunset date (January 1, 2010) from existing law.

Take RT to the Capital Airshow 9/7/2009

Airshow attendees can save money and avoid traffic hassles by pre-purchasing an Airshow admission ticket, which is valid for complimentary rides on all RT buses and light rail trains on Saturday, September 12 and Sunday, September 13, 2009.

With over 100,000 spectators expected to attend the two-day show, RT will provide a much-needed transportation alternative.

Airshow attendees are encouraged to park at one of RT's 17 park-and-ride lots and take light rail to the Mather Field/Mills Station, and transfer to the California Capital Airshow buses to the event. Light rail service on the Blue Line and Gold Line begin at approximately 4:30 a.m. on Saturdays and 5 a.m. on Sundays. Light rail service from the Historic Folsom Station will begin at 7:30 a.m. on both Saturday and Sunday (extended service on Sunday).

Routes 21, 28, 72, 74 and 75 will not operate in the Mather Field/Mills bus loop on Saturday or Sunday. These routes will be relocated to the bus stop on Folsom Boulevard north of the light rail station.

RT officials caution that the Mather Field/Mills park-and-ride lot will be closed on both days, and any cars parked in the lot on this weekend will be towed at the owner's expense.

For more information about the California Capital Airshow, visit www.californiacapitalairshow.com. For route and schedule information, call 916-321-BUSS (2877) or visit www.sacrt.com.

Median work ahead of schedule 6/1/2009
Caltrans is offering some good news to residents who live near the U.S. Highway 50 Median Project in East Sacramento. The $30 million project to upgrade the center divide from a metal barrier to a concrete barrier is moving along faster than predicted and will be completed well ahead of schedule in the area of Watt Avenue.

Late night noise and vibrations have been challenges.   Caltrans Resident Engineer Bob Ericksen says these issues have been unavoidable because of the size of the project. “Each night 500 truck loads of road material need to be delivered to the site,” Ericksen says. “To accommodate those trucks during the day would require multiple lane closures and daytime commutes would be severely affected.”

The road material is known as aggregate base, which must be compacted using a machine known as a vibratory roller. Each night the roller must compact more than 10,000 tons of the base material in preparation for the pavement. “It’s like we’re building a battleship every night,” says Ericksen.

Realizing the need to complete the job, prime contractor DeSilva Gates has advanced its work schedule. Originally this section of U.S. 50 near Watt Avenue was set to be completed in August.   Now the base material will be in place by mid-June.   A two-week interlude will then take place with the paving project beginning in early July.   Once this section is complete, the construction team will move west on U.S. 50 toward Yolo County. The entire 13-mile project is set for completion in 2010

Motorcycles, scooters have their day 5/18/2009
The 18th Annual Ride To Work Day is June 15, and this year the weaker economy is causing many commuters to turn to motorcycles and scooters to save money on transportation.

These new everyday riders are finding cycles and scooters to be an economical, efficient and enjoyable way to get to work and around town. Because of the world-wide depression, this year is
expected to be the largest Ride to Work Day demonstration ever, according to Ride to Work, a non-profit organization.

According to the United States Census Bureau and the Department of Transportation, over eighty million cars and light trucks are used for daily commuting on American roads, and about 200,000 motorcycles and scooters are a regular part of this mix. On Ride To Work Day, the practical side of riding becomes more visible as a larger number of America's 8,000,000 cycles are ridden to work.

Ride to Work Day helps demonstrate how these vehicles make parking easier and help traffic flow better. Studies have shown that across equal distances, commuting motorcyclists reach their destinations in less time than those using automobiles, that motorcycles and scooters consume less resources per mile than automobiles, and that they take up less space on roads. Motorcycle and scooter riders seek improved employer recognition and support for this form of transportation, and more public and government awareness of the positive value of riding.

El Dorado Transit to raise fares 4/17/2009
Faced with a projected $408,255 budget shortfall in fiscal year 2009/10 related to declining retail sales tax receipts for El Dorado County and State legislative action that took funding previously sent directly to transit operators, El Dorado Transit is preparing to balance the budget by cutting service and raising passenger fares. Acknowledging that it is difficult to approve changes for persons dependent upon public transportation and those that choose to use transit, the Board of Directors recognize their fiduciary responsibility to operate within a balanced budget.

After a public hearing on April 2, 2009 and at the continuation of that meeting on April 14th, the El Dorado County Transit Authority Board of Directors approved service modifications and set a public hearing for May 7, 2009 to discuss proposed fare increases.

Effective June 29, 2009, minor service reductions will be implemented on the local weekday Pollock Pines, Cameron Park and El Dorado Center routes. Saturday bus service will provide reduced schedules on the Placerville and Pollock Pines routes. El Dorado Transit will discontinue the underutilized Cameron Park and Diamond Springs Saturday bus service. El Dorado Transit does not provide Sunday bus service.

Included in the approved service reductions were the elimination of one (1) afternoon Sacramento commuter bus route and the reduction of the Iron Point Light Rail Connector route from the current seven (7) weekday runs to four (4) weekday runs.

Weekend Dial-A-Ride will remain intact however, weekday Dial-A-Ride will be reduced by 1 vehicle per day. Sac-Med and Senior Day Care services will continue at the current level of service with fare increases.

Proposed fare increases to be discussed at the public hearing include raising the one-way Sacramento Commuter bus fare in phased, 50˘ increments from the current $4.00 to $4.50 ($162.00 for a monthly pass) on July 1, 2009 and to $5.00 ($180.00 for a monthly pass) on January 1, 2010.

Fare adjustments are under consideration for the Sac Med, non-emergency medical transportation service; including an increase to the current one-way fare from $5.00 to $10.00. An increase in the current one-way fare from $1.50 to a maximum of $4.00 for the Senior Day Care program will also be discussed.

The Public Hearing is set for Thursday, May 7, 2009 at 1:10 pm at 2850 Fairlane Court, Placerville, CA. Written comments received prior to May 5, 2009 at 5:00 p.m. will be included as testimony in the staff presentation. Send comments to mmauk@eldoradotransit.com or El Dorado Transit, ATTN: Matt Mauk, 6565 Commerce Way, Diamond Springs, CA 95619. Members of the public also have the opportunity to attend the hearing and submit written or verbal comments.

Hazel Avenue Bridge to close June 11 4/5/2009

The Hazel Avenue Bridge over the American River will be closed for the weekend, starting June 11. The closure is needed so crews can lift new bridge girders into place as part of the Hazel Avenue Widening project.

The overall widening project includes:

• Widening Hazel Avenue from four to six lanes from Highway 50 to Curragh Downs Drive, the first traffic signal north of the river.

• Construction of a new bike and pedestrian walkway, including bike lanes and a barrier separating bicyclists, walkers and horse riders from vehicle traffic on the bridge.

• Decorative street lighting and modest architectural treatments on the bridge.

• And finally, a less steep connection from the bridge to the American River Parkway.

The bridge, built in 1966, is one of the most congested areas in the region. An essential link across the river for Fair Oaks and Orangevale residents, the workhorse span carries 50,000 to 58,000 vehicles each day. It was designed to carry 36,000.

The bridge is one of only a handful of ways that motorists can travel across the American River. And the shortage of lanes on the Hazel Avenue bridge causes traffic to back up onto nearby Highway 50 during the evening commute.

Long-term, county transportation officials know they will have to widen Hazel north of Curragh Downs Drive. That project, perhaps four years away, is in the right-of-way acquisition and design phase.

Tips for driving in the rain 3/2/2009
Rain is blamed for thousands of accidents yearly. Many of these accidents are preventable, but are caused by intrepid drivers who don't realize that fair- and foul-weather driving are fundamentally different.

These tips and techniques for driving in the rain are offered by www.edmund.com ....

When the road is wet, the film of the water on the asphalt causes tires to lose traction. Less obvious is the fact that rain reduces driver perception — it's harder to see through the rain — and also decreases visibility through its action on headlights, windshields and the road itself. While most people know to slow down in the rain, there are definitely other tips that will help keep you, and those who share the road with you, from becoming a statistic.

Exercise extreme caution after a long dry spell. During a dry period, engine oil and grease build up on the road over time. When mixed with water from a new rainfall, the road becomes extremely slick. Continued rainfall will eventually wash away the oil, but the first few hours can be the most dangerous.

Allow for more travel time. You should plan to drive at a slower pace than normal when the roads are wet. Keep in mind that traffic is likely to be moving slower as well. There's also the possibility that your preplanned route may be flooded or jammed. Whatever the case, rushing equals higher risk.

Brake earlier and with less force than you would normally. Not only does this increase the stopping distance between you and the car in front of you, it also lets the driver behind you know that you're slowing down. Also, be more meticulous about using turn signals, so that other drivers know your intentions, and take turns and curves with less speed than you would in dry conditions.

Most of America's roads are crowned in the middle, which means that the water will run off to the sides. If possible, stay toward the middle of the road to avoid deep standing puddles.

Don't use cruise control. If you hydroplane, there's the chance your car could actually accelerate. Cruise control also allows drivers to be less vigilant and to take their foot away from the pedals — not a great idea when reaction time is so important.

If you see a large puddle up ahead, drive around it or choose a different route. It could be that it's covering a huge gaping maw into the front door of hell. Well, maybe not, but water splashing up into your car's engine compartment could damage its internal electrical systems. Also, a pothole may be hiding under the water, just waiting in ambush to damage a wheel or knock your suspension out of alignment. If you can't gauge the depth, or if it's covering up the side curb, try to avoid it.

Don't attempt to cross running water. This ain't an SUV commercial, and you'll probably get into a heckuva lot of trouble if the force of the water is greater than the weight of your vehicle. All-wheel drive isn't going to be much help if your vehicle is being pushed sideways. Don't end up like those folks on the nightly news who had to abandon their cars to Mother Nature.

After you cross a puddle, tap on your brake pedal lightly to dry off some of the water on your rotors.

Turn on your headlights, even when there's a light sprinkle. It helps you see the road, and more importantly, it helps other motorists see you. However, don't blast your high beams in the rain or fog — it'll obscure your view further, as the light will reflect back at you off the water droplets in the air. If your car is equipped with foglights, you may find it helpful to turn these on, as they throw a little extra light on the road while making your car easier to see.

Watch out for pedestrians. An ordinarily observant pedestrian may become distracted by fiddling with an umbrella or a rain slicker. Plus, raindrops deaden sound, so the usual audio clues for measuring car distances become obscured. Keep a sharp lookout for people in the road.

If it's raining so hard that you can't see the road or the car in front of you, pull over and wait it out.

Track the car ahead of you. Let the car ahead pave a clear path, so to speak, through the water.

Give a truck or bus extra distance. Their extra-large tires can create enough spray to block your vision completely. Avoid passing one, but if you must pass, do it as quickly as safety allows.

Defog your windows. Rain will quickly cause your windshield to fog up. Switch on both front and rear defrosters and make sure the air conditioning is turned on. Most cars' climate control systems will automatically engage the A/C when the windshield defrost function is selected.

If you start to hydroplane, don't brake suddenly or turn the wheel, or you might spin into a skid. Release the gas pedal slowly and steer straight until the car regains traction. If you must brake, tap the brake pedal (unless you have antilock brakes, in which case you can put your foot down).

Now that you know how to drive in the rain, take some precautionary measures to ensure that your vehicle is prepared to get you through a downpour.
Stay on top of your car's condition. Its brakes, tire pressures, tire tread depth and defroster operation should be checked regularly so that you'll be ready to deal with a deluge when the time comes.

Most vehicles are available with antilock brakes these days, and safety features like traction control, stability control and all-wheel drive are becoming increasingly popular as well. Although all-wheel drive is really only necessary if you frequently drive in snow and ice, traction and stability control can be very handy on rain-soaked roads. Traction control helps you maintain grip by putting the brakes on the tire(s) that don't have traction, while a stability control system monitors your steering input, intervening with the brakes and/or reducing engine power as needed to keep you on your intended path.

Although several tire manufacturers design tires specifically for wet roads, a good set of all-season tires will do the job for most drivers. Trouble is, some tire models are better than others in the rain. If you aren't happy with the wet-weather performance of your car's original equipment tires, we suggest you check out the Tire Decision Guide at Tire Rack. Along with helping you identify tires that fit your car and your driving habits, Tire Rack allows you to see how other consumers rate the tire in a variety of categories, including wet-weather traction. An experienced tire store manager can also be a good source of recommendations.

Make sure that your wipers are in good condition and functioning properly. If the blades are brittle or damaged, replace them before you're caught in a downpour. Some wipers are definitely better than others, so ask your retailer for recommendations.

If there's a chance of freezing rain, double your precautions. Carry snow chains, as well as a supply of salt, sand or kitty litter (the non-clumping kind). If you're stuck and uselessly spinning your tires on a patch of ice, stop what you're doing and place some of said material around the drive wheels to gain traction. Then give it another go, giving the car as little gas as possible. If your car has a manual transmission, it also helps to start out in second gear rather than first. If you live in a particularly harsh climate, consider keeping a small shovel in the trunk to remove excess ice and snow from around the tires in the event that you get stuck.

The courts have approved a settlement that puts the HOV project between Sunrise and Watt Ave back on track while making tracks for improved light rail service on the Gold Line.

The HOV project was stilled due to a lawsuit filed by the Environmental Council of Sacramento (ECOS) which believed more environmental review was needed.

A compromise was reached between ECOS and Caltrans which allows the HOV project to proceed with Caltrans contributing to the cost of double-tracking the Gold Line between Folsom and Sunrise to allow for 15 minute headways.

Auto fatalities drop in 2008 12/15/2008
From the Associated Press - Federal safety officials say auto fatalities dropped almost 10 percent in 2008 through October, a trend overlapping with a historic cutback in driving as well as advancements in safety measures such as technology that prevents rollovers.

If the trend holds up for the year's last two months, highway deaths could reach their lowest level in the 42 years since the National Highway Traffic Safety Administration began keeping records.

NHTSA said Thursday there were 31,110 auto fatalities the first 10 months of 2008. That's a 9.8 percent decline over the same period in 2007, when there were 34,502 fatalities.

The traffic safety administration has been tracking auto fatalities since 1966, when there were more than 50,000 deaths on the highways. The number of deaths peaked in 1972 at 54,589, then generally declined over the next two decades. The total has hovered above 40,000 the past few years.

"For the second year in a row we are seeing historic lows in deaths on our nation's roads," Transportation Secretary Mary Peters said in a statement. "Every American can be more confident than ever they will arrive at their destination safe and sound." NHTSA did not cite a cause for the dramatic decline in highway deaths, but it is one of several related transportation trends.

Watt Avenue interchange to be discussed 11/6/2008
A project to improve traffic safety and reduce congestion at Watt Avenue and US 50 will be discussed Wedmesday, November 12 from 5-7 p.m. at 8800 Cal Center Drive, Conference Room 1.

Information regarding the project will be presented in an open house format with project development team representatives on-hand to discuss project history, proposed alternatives, next steps and to answer any questions you might have regarding the project.

The proposed project will addressing operational deficiencies of the Watt Avenue at US-50 Interchange. It will also accommodate all modes of travel with improved transit and bicycle facilities and ADA compliant pedestrian improvements.

Current and projected traffic volumes exceed the capacity of the interchange resulting in excessive traffic queues, disruptions to traffic operations, and delays on Watt Avenue. In addition, the current project area has non-contiguous sidewalks and bike lanes and no dedicated transit facilities, which discourages use of alternative travel modes.

Please contact John Jaeger at 916-874-7507 or jaegerj@saccounty.net, if you need additional information about the project.

Projects highlighted for the 80 Corridor 8/27/2008
Tuesday California Department of Transportation (Caltrans) Director Will Kempton took a road trip on Interstate 80 to highlight projects in construction or planned in the next four years that will improve the heavily traveled roadway from the Bay Area to the Nevada state line. More than $1 billion is being invested in corridor mobility, safety improvements, traveler information, and pavement rehabilitation in the nearly 170 miles of Interstate 80.

“These projects are designed to improve mobility on this vital artery,” said Kempton. “Not only will these projects collectively provide a safe and dependable route for the traveling public, but will help move goods from our state to the rest of the nation.”

Some of the projects planned or underway include:

Interstate 80 Corridor Mobility Project – The $47.1 million project will upgrade existing corridor management elements along Interstate 80 from the Carquinez Bridge to the San Francisco Bay Bridge Toll Plaza. This system will be integrated with the Alameda County Smart Corridors Program and the Caltrans Transportation Management Center to provide real-time information to help Caltrans monitor and control traffic.

Pavement Rehabilitation between Vallejo and Vacaville – Caltrans began construction this past January to rehabilitate badly worn pavement for 27 miles and add or upgrade median barriers in segments. The projects, totaling $125 million, are scheduled to be completed by fall 2009.

HOV Lanes in Solano County – The first Proposition 1B project to begin in the Bay Area, this new 8.7 mile carpool lane between Red Top Road and Air Base Parkway will add much needed capacity to address recent growth and reduce travel delays and congestion for commuter and recreational traffic to and from the Bay Area. Project cost: $53.2 million.

Truck Scale Facility Upgrade – $49.8 million in Proposition 1B funds will help alleviate congestion on this trade corridor in Cordelia. This project, which will relocate the truck scales and build braided ramps for trucks to more efficiently enter and exit the scales, is scheduled to begin construction in 2012.

Bus/HOV Lanes in Sacramento County – Bus and high-occupancy vehicle lanes are being constructed in both directions from the Sacramento County line to Miners Ravine and then to the State Route 65 connector. These projects, partially funded by Proposition 1B, are scheduled for completion in 2011.

US 50 HOV lanes delayed 7/17/2008
According to a story published in the Sacramento Bee, Superior Court Judge Timothy Frawley said the state didn't adequately analyze the environmental impacts of a plan to extend High Occupancy Vehicle lanes on US 50 . As a result, the project has been stalled.

Caltrans plans to build seven miles of high-occupancy lanes in each direction on Highway 50 between Sunrise Boulevard and Watt Avenue. Carpool lanes exist on the freeway between Sunrise and El Dorado Hills boulevards.

The Environmental Council of Sacramento and others sued, arguing they believe carpool lanes increase car usage, and contending that Caltrans failed to present analyses that showed otherwise.

Caltrans said its environmental review was sufficient.

I-5 Fix hit slight delay because of heat 7/14/2008
The California Department of Transportation is advising motorists traveling on Interstate 5 (I-5) that the completion of stage three of the Fix I-5 project in downtown Sacramento, originally scheduled for Tuesday, July 15 has now been moved to Thursday, July 17 by 1 p.m. The extreme heat during stage three prevented construction crews from being able to fully pave as planned.

The fourth and final stage of the project, which is the full closure of northbound I-5 through downtown Sacramento, is now scheduled to begin Friday, July 18 at 8 p.m. The re-opening of those northbound lanes is now scheduled for Monday, July 28 by 5 a.m.

The Sacramento area’s recent heat wave dramatically reduced work time for crews placing the polyester-based concrete onto the roadway. That polyester concrete will serve as the final driving surface for the rebuilt lanes of I-5’s Boat Section between L and S Streets in downtown Sacramento. Due to extremely high temperatures, paving crews lost valuable work time in each day of the stage.

El Dorado Transit offers free rides on Friday! 7/6/2008
El Dorado Transit will again offer free fare on its local fixed route and Sacramento Commuter services Friday, July 11 for “Spare the Air”. This is the fifth day this week for free El Dorado Transit fares.

Each year, typically during the hot summer months, the Sacramento Metropolitan Air Quality Management District (SMAQMD) declares several days as “Spare the Air” due to high atmospheric ozone levels. In an effort to improve air quality in our region and encourage the use of public transit options, El Dorado Transit and the El Dorado County Air Quality Management District are sponsoring free transit on all “Spare the Air” days in 2008. The region experienced five (5) “Spare the Air” days during the 2007 summer smog season.

El Dorado Transit operates community shuttles, six days a week, throughout the western slope of El Dorado County including the towns of Placerville, Cameron Park, Shingle Springs, Pollock Pines, Camino and Diamond Springs. In addition, El Dorado Transit offers twelve (12) week day commuter routes to and from downtown Sacramento as well as connector service to the Light Rail in Folsom.

Sponsorship of El Dorado Transit’s “Spare the Air” Free Fare project will come in part from a grant for motor vehicle emission reduction projects awarded by the El Dorado County Air Quality Management District in July, 2007. The overall goal of such projects is to reduce air pollution emissions from motor vehicles in the Sacramento Federal Ozone Nonattainment Area. The program is funded by DMV Surcharge Fees.

Stage 2 of the Fix I-5 Project underway 6/14/2008
At 7:55 Friday night, the California Highway Patrol officially began Stage 2 of the Fix I-5 Boat Section project by running a traffic break to begin the closure of southbound I-5 between Richards Blvd. and the U.S. Highway 50/Capitol City Freeway interchange. By 8:20 p.m., all lanes and ramps were closed, marking the start of Stage 2 of this project. An hour later, light plants were activated, equipment was moved into place and Caltrans, prime contractor C.C. Myers, Inc. and their subcontractors reported that work had begun.

Below is a summary of Friday night's activities:

-Hoe rams and excavators completed work to remove the old pavement in lane #2 of the Boat Section. This work was expedited when crews got an early start by saw cutting the old pavement Wednesday and Thursday nights. By the end of the day on Saturday, crews hope to complete work to install new drainage elements and place rebar. The southbound side's first concrete pour is scheduled to begin Sunday.
-Crews also began saw cutting the #4 lane as preparation for concrete removal today.
-Painting crews are completing preparations for the staining of the west retaining wall with the Boat Section's new color scheme. Staining will begin today.
-On the north end of the project, crews continued work to remove and replace damaged slabs at various locations in both directions. Drivers will see some northbound lane closures again tonight and tomorrow morning as work at that location continues.
-Drillers also cored for two more monitoring wells - so far, crews have drilled 10 of the 20 new wells, which will one day allow Caltrans engineers to monitor hydrostatic forces at work beneath the Boat Section.
-The Traffic Management team reports a quiet night through the "Cone Zone". No major incidents were reported. Early Saturday morning, drivers slowed on northbound I-5 where three of the four lanes were closed as planned for slab replacement. The closures, combined with traffic that was much heavier than anticipated, triggered an early morning slowdown. By 9:45 a.m. - three of four lanes were re-opened and traffic was back on the move.

Engineering staff reports that work crews appear better prepared for work on the southbound lanes - thanks to experience gleaned during Stage 1 of this project. At this early stage, crews are on schedule to meet or beat the June 23 deadline.

Northbound lanes re-open on I-5 6/9/2008
Caltrans and prime contractor C.C. Myers, Inc. are pleased to announce that all lanes of northbound lanes of I-5 from the U.S. Highway 50/Capitol City Freeway to Richards Blvd. are back open to traffic. Stage 1 was completed at 2:05 a.m., nearly 3 hours ahead of the 5 a.m. deadline.

Below is a summary of work completed yesterday and early this morning.
--After a 24-hour curing period, temporary striping and delineation was placed on all lanes of northbound I-5 between the U.S. Highway 50/Capitol City Freeway and Richards Blvd.
--Final paving of the ramp from westbound U.S. Highway 50 to northbound I-5 has also been completed.
--Work to repair damaged pavement on northbound I-5 approaching Richards Blvd. has also been completed using a rapid-set concrete with a four-hour cure time.
--Drainage work has been completed in the newly-paved center medians of northbound I-5 approaching the U.S. Highway 50 Capitol City Freeway and Richards Blvd.
--Coring samples were also taken from the pavement of southbound I-5 to allow engineers to have a better idea of what to expect when workers begin removing pavement from those lanes starting Friday, June 13.
--In the overnight hours, crews changed or took down traffic control devices and signage in preparation for today's re-opening.
Motorists are reminded that this is not the final driving surface and to expect rough, unfinished pavement with temporary striping and delineation.

Please stay alert and remember that the speed limit has been lowered to 55 miles per hour. A final layer of polyester concrete and a sealant will be applied to finish these lanes during Stage 3 of the project scheduled between June 26 and July 3.

Data collected by the Caltrans Traffic Management team shows that traffic on northbound I-5 through the Fix I-5 project was cut by more than half -- thanks to commuters who took alternate routes, utilized transit, rode bikes and worked with their employers to telecommute, change work hours or even take vacation. Their help and cooperation will be needed again during Stage 2 of this project which begins Friday, June 13 with a complete closure of southbound I-5 between Richards Blvd. and the U.S. Highway 50/Capitol City Freeway interchange.

All lanes of I-5 will remain open until Stage 2 of this project begins at 8 p.m. on Friday, June 13.

Survive I-5 Update from Caltrans 6/1/2008
SATURDAY - Caltrans, prime contractor C.C. Myers, Inc. and their subcontractors rallied Friday night with the Stage 1 deadline fast approaching. Work to re-open the northbound lanes of Interstate 5 between the U.S. Highway 50/Capitol City Freeway interchange and Richards Blvd. continued with great intensity. Below is a summary of work progress.
---Work on the fourth and final lane continued last night as crews rushed to prep lane #2 for concrete pouring later today. Crews expect to complete that paving tonight.
---Crews also expect to pour the specially formulated quick-setting slag-based concrete on the transition ramp from westbound U.S. Highway 50 to northbound I-5.
---Final paving of the new center medians on northbound I-5 approaching the U.S. Highway 50/Capitol City Freeway is expected today. Commuters can expect to see the newly paved medians next week.
---Work to repair and replace damaged slabs on northbound I-5 approaching Richards Blvd. also continued. By the end of the day, drivers boarding northbound I-5 at L and I Streets in downtown Sacramento can expect to be diverted into the #1 & #2 lanes as work shifts to replace damaged slabs in the right lanes.
---Painters have completed the first coat of staining on the west retaining wall at the P Street on-ramp to southbound I-5. That ramp will be closed again tonight from 10 p.m. to 6 a.m. as crews apply a second coat. The P Street ramps to U.S. Highway 50 and westbound I-80 will remain open.

The Traffic Management Center reports several accidents stymied last night's commute. The worst occurred at 3:53 p.m. when a big rig accident caused metal and wood debris to be spilled into the two right lanes of northbound I-5 at Fruitridge Road/Seamus Avenue. Thanks to a quick response, the debris was moved onto to the shoulder by 4:09 p.m.

Caltrans reminds drivers to stay alert as they approach the closure and to "Slow for the Cone Zone."

Project engineering staff remains optimistic that all lanes will re-open by Monday, June 9.

Folsom to open new parking structure 3/18/2008
Parking options in Folsom’s Historic District will expand significantly with the opening of the new four-story parking structure located at the intersection of Reading and Leidesdorff streets. The public is invited to attend opening festivities at 3 p.m. Thursday, March 20 at the Reading Street entrance near the Light Rail plaza.

The building features more than 300 free parking spaces, most with a three hour time limit to accommodate Sutter Street visitors. The $13.6 million structure also includes a ground level bike station and 4,000 square feet of retail space.

Opening festivities will include a ribbon cutting ceremony, entertainment provided by a mixed barbershop quartet, classic cars courtesy of the Cappuccino Cruisers, pedicabs and refreshments.

The brick-façade building features a 19th century architectural design that complements the historic buildings on Sutter Street. The building has a large clock tower facing Sutter Street, three-story window openings, distinctive iron work and a parapet that camouflages rooftop parking.

“Many community members had a hand in the extensive design review process for this distinctive new building, and we think they will be very pleased with the end result,” said Mayor Eric King. “After it opens, we’ll see many more exciting changes on Sutter Street. The Railroad Block Partners will soon break ground for the Historic Folsom Station, with four buildings for retail, restaurants, office and residential uses, and a public plaza. And, a facelift for four blocks of Sutter Street is also on the horizon as part of a revitalization program.”

The Historic District parking structure project architect was Stantec, Sacramento and the contractor was Howard S. Wright Construction.

Would a shuttle to light rail help your commute? 2/29/2008
Would you like to park your car and take light rail to work ... only you can't get to work via light rail because is a few miles from your work site? If a small shuttle from rail to employment centers would help, let us know by taking our transit survey (up through the end of April.) We are currently trying to determine which 50 Corridor light rail stations would benefit from circulating shuttles. Sunrise and Butterfield are currently at the top of the list but that could change.

Click on the "Learn More" button to the right and you'll find a link to the on-line survey. The survey takes about 2 minutes to complete. The information from the survey will be used by transit providers, including Roseville Transit, El Dorado Transit and Regional Transit to evaluate potential new service. Results will be reported in May.

Bike Subsidies Announced 4/21/2007
The 50 Corridor Transportation Management Association has selected its first round of 2007 Bicycle Subsidies. The TMA selection committee received more than $40,000 in requests for new bicycles, repair parts or bicycle accessories. With less than a $5,000 budget for subsidies, the selection process was tough and time consuming!

The committee carefully read and considered each of the 168 applications received. Those applications were first screened for following the rules and accurate completion of the application process. Sixty-eight applications did not advance from the first screening.

Most common mistakes included failure to register for the on-line Commuter Club and not complying with the $300 request limit.

From the applications that advanced to the second round of screening, attention was given to the written explanation provided and the texts ability to convince the selection committee of the commitment by the applicant to become or continue as a regular bicycle commuter.

Applicants who did not receive a subsidy are eligible to submit another application for the fall subsidy program.

The following are those selected. They must make their approved purchases and mail the receipts to 50 Corridor TMA - Bike Subsidy Receipts, 2365 Iron Point Road, Suite 300, Folsom, CA, 95630. Checks will then be returned to the approved applications within 4 weeks. A reminder that successful applicants must complete a 50 Corridor commute diary for the next 12 months.

Perhaps ... a way to report HOV cheaters 3/19/2007
Legislation is currently pending in the state legislature that would set up a hotline to collect names and numbers of carpool lane cheaters. Warning letters would be sent to the registered owners of offending cars and, while no ticket could be issued, officials hope the warninngs will shame cheaters out of the special lanes intended for High Occupancy Vehicles (HOVs).

The hotline would probably follow a Seattle model, which since 1984, has used a statewide toll-free number. The first time an ineligible solo driver is reported driving in the carpool lane, the car's owner is sent an educational brochure. More reports result in letters from the Highway Parol, which uses the information to pick areas to look for carpool cheaters.

Is it working in Washington? Officials say that less than 7 percent of the complaints they receive are about repeat offenders. Although the national average for carpool cheating is between 10 percent and 15 percent it's less than 5 percent in Washington.

Gas taxes equate to about 2 cents per mile 3/16/2007
In a recent discussion on Toll Roads, U.S. Representative Jim Oberstar (D) Minnesota, chair of the US House Committee on Transportation and Instrastructure, said the average individual pays $240 a year for gas taxes or about 2 cents per mile driven. He told state highway administrators that political will is needed to raise the gas tax.   The federal gas tax, which pays for more than 45% of the nation's transportation infrastructure, has not been raised since 1993. Officials say these taxes will fall $11 billion short of planned road projects by 2009, but the gap could as big as $19 billion the following year.

Currently, the state gas tax is 18.4 cents per gallon.

Gas prices heading up again! 2/26/2007
California gas prices are edging toward $3 per gallon again - this time because of crude oil costs and a slowdown in fuel production. State motorists are paying an average of $2.75 per gallon, a 23-cent rise since the beginning of the month, reports the San Francisco Chronicle. "Pump prices have been clicking up daily by a penny or two for two weeks," noted the Chronicle article, "increases that can bet raced in part to a Feb. 16 fire at a Valero refinery inTexas that caused a ripple effect in California, Arizona and Nevada." Gas costs to station owners have jumped about 50 center per gallon, said AAA spokesperson Sean Comey, " and retailers haven't yet passed that full amount on to consumers. That would suggest there's a fairly significant price increase headed to your local gas station, concluded Comey.

Major Mud Slide Blocks I-80; Three Lanes Open for Monday Morning Commute 4/30/2006

Pinole - Crews opened one lane on westbound I-80 at 6 pm, so three lanes will be open for the morning commute. Carpool restrictions will be lifted westbound between Route 4 and Appian Way to help traffic flow but will be enforced beyond that point.

A major mudslide occurred this morning and blocked the two right lanes of westbound Interstate 80 and the auxiliary lane at Pinole Valley Road.

Caltrans engineers are assessing the magnitude of the slide. They
anticipate a long term closure in order to stabilize the hill.

Motorists are strongly encouraged to use alternate routes, including the Benicia and Golden Gate bridges and San Pablo Avenue/Route 123. Plan ahead and call 511 for assistance with public transit such as buses, BART, Amtrak Capital Corridors and Vallejo Baylink Ferry.

The heavy rains in March saturated the hillside to the west of the freeway. Caltrans closed a portion of the auxiliary lane over a week ago when the retaining wall began to bulge. This slide is much larger and springs from higher up on the hill.

Hales established a record as a national leader in the integration of land use planning and transportation project design, in pedestrian and transit-oriented development, and in innovative financing for infrastructure projects.   He has become a national resource for the American urban renaissance, helping cities craft the policies and investments which make them more livable, sustainable places.

Hales' background includes leading the team that built Americas first new streetcar line in fifty years, as well as creating a wide variety of citywide and neighborhood plans.   His public administration background also equips him to help implement these plans, developing financing strategies for parks, street improvements, transit projects and other community investments.

Since 2002, Hales had led HDR's transit planning practice, covering the transit spectrum in heavy rail, light rail and streetcar projects, as well as Transit-Oriented Development, citywide and downtown master plans, and Federal Transit Administration Alternatives Analysis.

In addition, Hales helped organize the Community Streetcar Coalition, and is an active member of the New Starts Working Group.   During the fall of 2005, he will serve on an ad-hoc panel which will prepare draft rules for the Federal Transit Administrations new Small Starts program, which Congress recently created to fund community-scale transit projects.

Report reckless drivers 9/27/2005
A new feature of 50corridor.com is a link for reporting reckless drivers, a program started by Barbara Keck whose 20-year-old daughter Lesley was killed by a motorist who was speeding and lost control of his car.

Recognizing that reckless driving is a behavior and typically occurs on a regular basis, this reporting function gives local law enforcement an advantage in finding and stopping reckless drivers.

"As you report a bad driver, realize that your willingness to get involved may literally save a life of someone you love, said Henry Serrano, Chief of the Citrus Heights Police Department.

Sam Spiegel, Folsom Police Chief, also endorses the reporting system. "Statistics show that nearly 30% of all traffic collisions in Folsom are due to unsafe speed," he said.

Once the same vehicle is reported a number of times on the same street or geographical area, law enforcement is notified so they can be on the look out for the vehicle.

Used to bad traffic? 6/20/2005
From Tony Bizjak's Back-Seat Driver Column in this week in the Sacramento Bee...

Your feelings about traffic congestion in the Sacramento region may be based on how long you've lived here, a new survey suggests.

Overall 66 percent of people around the region consider traffic congestion a big problem, according to a poll released Friday by CSUS.

Of those who have lived here at least 20 years, 73% say traffic congestion is a big problem, and only 4% say it is no problem at all.

But those who have lived here six years or less, just 55% say it is a big problem, and a notable 18% say it is no problem at all.

What does that mean? Simple. If you've lived here a long time, you remember how free and easy driving once was. If you've just arrived, chances are you are from the Bay Area, and you are used to bad traffic.

Bike Route Detours on Parkway 5/16/2005
In late February, the Sacramento Regional County Sanitation District (SRCSD) began construction of a 60-inch diameter parallel force main along the American River Parkway. This construction will increase system reliability and facilitate system maintenance. The new 2-mile pipeline will run from the Arden Pumping Station near the west end of Northrop Avenue to the south bank of the American River in the vicinity of CSUS and the Fairbairn Water Treatment Plant. During the next several months, while construction in the flood plain is permitted, there will be a great deal of activity in and around the project site.

Cyclists beware and obey all detour signs! Heavy equipment, tractors, excavators, trucks and cranes moving construction material will be common sights in this portion of the Parkway. To maintain safety and enable construction activities in the construction area, portions of the bike trails will be re-routed and access limited (see detour map). Maps of detours and access points will be posted throughout the job site. Updated maps will be provided as changes to detours and access points occur. Construction is expected to be completed in Fall 2005.

Hot wires! 2/9/2005
Sacramento Regional Transit has now activated the high voltage wires above the newly laid light rail tracks from Sunrise Boulevard to Historic Downtown Folsom.

RT's Director of Safety, Rufus Francis, cautions that overhead wires are extremely dangerous and the public should stay clear of high voltage areas. The lines carry 750 volts of electricity and any contact with the wires could result in death.

"Before the light rail trains are tested on the Folsom line, RT must activate the high voltage catenary system," Frances explained. The cantenary, located above the light rail tracks, provides electricity to the light rail trains and is considered 'hot' once activated."

As with any high voltage electricity, the catenary system is dangerous. The public is advised to stay clear of the light rail tracks and equipment, and more than ten feet from the wires and poles.
